										<content:encoded><![CDATA[<p>The District Six Transportation Systems Management &amp; Operations (TSM&amp;O) Office is pleased to recognize Mr. Segun Odediran as the Road Ranger of the Month for February 2026.</p>
<p>&nbsp;</p>
<p>Mr. Odediran has proudly served as a District Six Road Ranger since July 2023 and has been a valued member of the team. His commitment to helping others has earned him the recognition of the motoring public he serves every day. Notably, he holds the distinction of being the most recognized Road Ranger in the fleet. Since 2025, he has received nearly 500 compliments from motorists he has assisted during roadside incidents and emergencies.</p>
<p>&nbsp;</p>
<p>Motorists are able to share their experience by filling out an online Road Ranger survey. Mr. Odediran is consistently commended for his calm demeanor and ability to keep motorists at ease during highly stressful situations on the road.</p>
<p>&nbsp;</p>
<p>Mr. Odediran is grateful for the recognition and emphasizes that his primary motivation is making a positive impact in the community. He takes great pride in supporting motorists and values the opportunity to provide assistance during roadside emergencies.</p>
<p>&nbsp;</p>
<p>We extend our sincere appreciation to Mr. Odediran for his outstanding service and continued dedication to the Road Ranger Program.</p>

										<content:encoded><![CDATA[<p>The District Six Transportation Systems Management &amp; Operations (TSM&amp;O) Office recognizes Mr. Andy Diaz as the Road Ranger of the Month for December 2025 in honor of his 21 years of dedicated service to the Road Ranger Program.</p>
<p>&nbsp;</p>
<p>Mr. Diaz began his career as a Road Ranger in 2004 and became a valuable member of the team from the start. He learned quickly and acquired extensive knowledge about every aspect of the job. From operating different types of trucks to learning about safety protocols and procedures, he was considered one of the most trusted and experienced members of the team.</p>
<p>&nbsp;</p>
<p>Mr. Diaz was especially known for mentoring new staff. He enjoyed sharing his knowledge and guiding team members through challenging situations. Many Road Rangers say he was instrumental in their success because he believed in them and built their self-confidence during the early days of their careers.</p>
<p>&nbsp;</p>
<p>Helping others came naturally to Mr. Diaz. Whether assisting motorists in need or supporting fellow Road Rangers in the field, he always showed patience and compassion for those he served. He led by example every day and built a legacy that will be felt for many years to come.</p>
<p>&nbsp;</p>
<p>Mr. Diaz passed from natural causes on December 31, 2025. He is survived by his wife and three children. FDOT honors his longstanding service to South Florida and extends its sincerest condolences to his family and loved ones.</p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Transportation Systems Management and Operations (TSM&amp;O) Office was selected to present about their Incident Response Vehicle (IRV) program by the American Association of State Highway and Transportation Officials (AASHTO) Committee on Transportation System Operations (CTSO) in December. CTSO focuses on transportation system operations and associated intelligent transportation systems (ITS) and emerging technologies with a goal of improving safety, system reliability, and highway system performance.</p>
<p>&nbsp;</p>
<p>CTSO’s December meeting focused on work zone safety. Other presentations included work zone information and resources from the Federal Highway Administration (FHWA) and lessons learned from connected arrow board use from the North Carolina Department of Transportation. District Six staff described the operational challenges of managing traffic in South Florida, where high traffic volumes and limited right-of-way require effective and coordinated TSM&amp;O strategies. These conditions led to the development of the IRV program in Miami-Dade County, which District Six implemented in 2008 to support Florida’s first express lanes project on Interstate 95. The corridor’s limited shoulders and high demand required additional on-scene incident management capabilities beyond traditional service patrols.</p>
<p>&nbsp;</p>
<p>The presentation explained how the IRV program was designed to complement the Road Ranger Service Patrol while providing FDOT with an official on-scene representative. IRV drivers meet higher training standards and typically have prior law enforcement or fire rescue experience. This background enables them to manage complex incidents, coordinate with partner agencies, and support effective decision-making during high-risk events. District Six noted that Road Rangers and local first responders have reported operational benefits from the program, including improved coordination and more efficient incident response. Based on its effectiveness, FDOT expanded the IRV program in 2016 to support additional express lane corridors, including 75 Express and Palmetto Express. The program is now an established component of FDOT’s incident management operations in Miami-Dade County.</p>
<p>&nbsp;</p>
<p>District Six also highlighted recent IRV enhancements focused on work zone and responder safety. These include vehicle-to-infrastructure (V2I) traveler information notifications that alert motorists when an IRV is active at a scene, rear-facing red lights to reinforce Move Over compliance, and sequential flare lighting to improve visibility and support safer merging.</p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Transportation Systems Management and Operations (TSM&amp;O) Office hosted the biannual joint meeting for the Miami-Dade and Broward County Traffic Incident Management (TIM) Teams in October.</p>
<p>&nbsp;</p>
<p>These meetings are a cornerstone for the TIM Teams that manage two of South Florida’s most heavily traveled regions. They provide a forum for regional partners to meet in person, share updates, and highlight ongoing projects.</p>
<p>&nbsp;</p>
<p>District Six opened the session with welcome remarks and an overview of current initiatives in Miami-Dade County. Highlights included preparations for the <strong>FIFA World Cup 2026</strong><strong>,</strong> plans for the 2025 Crash Responder Safety Week campaign, and progress on the <strong>Wrong-Way Vehicle Detection System</strong>. <strong>District Four followed with updates on the </strong><strong>95 Express Phase 3C Project</strong> and the <strong>First Responder Drive-Thru </strong><strong>E</strong><strong>vent</strong>, which gave responders an opportunity to familiarize themselves with the facility’s new configurations before its opening.</p>
<p>&nbsp;</p>
<p>The meeting also featured updates from regional partners, including <strong>Florida Highway Patrol Troop ‘E’</strong><strong>,</strong> <strong>Florida’s Turnpike Enterprise</strong><strong>,</strong> the <strong>Greater Miami Expressway Agency</strong>, the <strong>PortMiami Tunnel</strong><strong>,</strong> the <strong>Golden Glades Interchange Enhancement Project</strong><strong>,</strong> and the <strong>I-395/SR 836/I-95 Design-Build Project</strong><strong>.</strong> Presenters shared construction milestones, introduced new staff members, and discussed lessons learned. The session concluded with a presentation from <strong>Sunshine Towing</strong> which announced the addition of two South Florida Road Rangers, Jak Pereira and Jose Parra, to the International Towing Museum’s Wall of the Fallen. Attendees observed a moment of silence in their memory and reaffirmed the TIM community’s shared commitment to responder safety.</p>

<p>The meetings play an essential role in the TIM Program’s mission to provide safe and reliable roadways in our state. They provide space for partners to discuss the issues impacting their agencies, foster collaboration, and implement tangible solutions on our roads. 										<content:encoded><![CDATA[<p>The District Six Transportation Systems Management &amp; Operations (TSM&amp;O) Office is happy to announce that Mr. Terry Nurse is the Road Ranger of the Month for September 2025.</p>
<p>&nbsp;</p>
<p>Mr. Nurse has been a District Six Road Ranger Service Patrol for a year and a half. During this time, he has shown tremendous commitment to motorist safety and earned the respect of his supervisors and peers.</p>
<p>&nbsp;</p>
<p>Recently, Mr. Nurse was recognized by Transportation Management Center staff for his quick response to a crash on 95 Express that was blocking multiple lanes. He promptly deployed maintenance of traffic equipment to secure the scene and maintained safety until additional Road Rangers arrived to assist. His actions reflected excellent judgment and a calm, professional approach under pressure.</p>
<p>&nbsp;</p>
<p>Terry takes pride in protecting drivers and remains motivated by the opportunity to make a meaningful difference on South Florida&#8217;s roadways every day.</p>
<p>&nbsp;</p>

										<content:encoded><![CDATA[<p>The District Six Transportation Systems Management &amp; Operations (TSM&amp;O) Office is happy to announce that Mr. Billy Pierre is the Road Ranger of the Month for August 2025.</p>
<p>&nbsp;</p>
<p>Mr. Pierre joined the Road Ranger Program three months ago and has already distinguished himself as a valuable team member because of his professionalism on the job and compassion for helping others.</p>
<p>&nbsp;</p>
<p>Mr. Pierre was recently recognized by TSM&amp;O staff for his exemplary service in assisting a driver with special needs. He helped a deaf motorist whose vehicle was stranded on the road by communicating through written messages and contacting the motorist’s family to keep them informed. He then relocated the motorist to a safer location until additional help arrived. His actions embody the care and professionalism that define the Road Ranger program.</p>
<p>&nbsp;</p>
<p>We are grateful to Mr. Pierre for his outstanding service and commitment to keeping South Florida drivers safe, every day!</p>

										<content:encoded><![CDATA[<p>The FDOT District Six Transportation Systems Management and Operations (TSM&amp;O) Office hosted a Miami-Dade Traffic Incident Management (TIM) Team – Palmetto Corridor Meeting in August 2025.</p>
<p>&nbsp;</p>
<p>The meeting is hosted to promote communication between partner agencies who provide incident management support for the western corridors of Miami-Dade County, including State Road 826, Palmetto Express, I-75, 75 Express, Okeechobee Road, and Krome Avenue. It gives stakeholders the opportunity to meet face-to-face and share critical information about their respective projects to mitigate potential impacts and ensure collaboration.</p>
<p>&nbsp;</p>
<p>Representatives from the FDOT District Six TSM&amp;O Office opened the meeting and briefed partners about their latest initiatives, including the Wrong-Way Driving Detection System, updates to the Rapid Incident Scene Clearance contract, the commencement of tolling operations of Palmetto Express Lanes, and the planning for the FIFA World Cup in 2026. Representatives for the Golden Glades Interchange Enhancement and Okeechobee Road Reconstruction projects also presented on their respective efforts to inform partners about the upcoming closures and activities that may impact traffic.</p>

<p>The presentations concluded with an open discussion where partners asked questions and shared additional information. 										<content:encoded><![CDATA[<p>The District Six Transportation Systems Management and Operations (TSM&amp;O) Office hosted the first biannual Monroe County Traffic Incident Management (TIM) Team meeting on June 30, 2025, at the Monroe County Sheriff’s Office Aviation Hangar in Marathon, Florida.</p>
<p>&nbsp;</p>
<p>The meeting brought together key stakeholders from transportation, law enforcement, emergency management, and utility agencies to discuss strategies and updates for the 2025 hurricane season. Presentations focused on hurricane preparedness, construction updates, and special event planning, with a shared goal of improving safety and communication across Monroe County.</p>
<p>&nbsp;</p>
<p>The District Six Transportation Management Center (TMC) shared updates to the Hurricane Response Action Plan, implementation of evacuation signal timing plans along US 1/Overseas Highway, tools like the eSTORM dashboard for monitoring post-storm traffic device infrastructure, and dynamic message sign coordination during emergencies. The TMC also reviewed lessons learned from recent wildfires that impacted the 18-mile Stretch earlier this year and provided updates on special events such as Mini Lobster Season and Fantasy Fest.</p>
<p>&nbsp;</p>
<p>The Florida’s Turnpike Enterprise detailed its Emergency Shoulder Use Plan (ESU), Specialty Towing and Roadside Repair (STARR) program, and fuel supply strategies based on previous storm experiences. The District Six Emergency Operations Center (EOC) reinforced its mission support capabilities and showcased the recent upgrades to the EOC command room. The Monroe County Emergency Management Interim Director discussed evacuation protocols, re-entry checkpoints, and the county’s new hardened EOC facility.</p>
<p>&nbsp;</p>
<p>The meeting also included updates on active and upcoming construction projects such as the Florida Keys Aqueduct Authority’s Plantation Key Transmission Main Replacement. This project is replacing the 36-inch water main pipe along US 1 yet comes with impacts to area traffic. District Six Construction discussed state projects including the roadway resurfacing project from MM 108 to MM 112.</p>
<p>&nbsp;</p>
<p>The National Weather Service (NWS)-Florida Keys provided its insightful look at the 2025 hurricane season. The season is expected to be very active with a forecast of 13 to 19 named storms including 3 to 5 major hurricanes. The dangers of storm surge were discussed. NWS-Florida Keys will support Monroe County Emergency Management with on-site meteorologists.</p>
<p>&nbsp;</p>
<p>This meeting continues to serve as a critical platform for agencies to collaborate, share data, and prepare for emergency response. The Monroe County TIM Team remains committed to fostering interagency coordination and promoting a unified approach to incident management across the Florida Keys.</p>

										<content:encoded><![CDATA[<p>The District Six Transportation Systems Management &amp; Operations (TSM&amp;O) Office attended FDOT’s Statewide Traffic Incident Management (TIM) Program Managers Face-to-Face Meeting this summer.</p>
<p>&nbsp;</p>
<p>Central Office hosted the statewide meeting in Tallahassee on June 24–25, bringing together representatives from all seven FDOT districts and Florida’s Turnpike Enterprise for two days of collaboration and hands-on engagement. District Six staff participated in the event, where they reconnected with their peers in a face-to-face setting and gained valuable insight into current incident management initiatives. The meeting addressed key topics, including the revised compensation and incentive structure for the Rapid Incident Scene Clearance (RISC) Program. The new modifications were designed to attract additional vendors and support the program’s expansion across both rural and urban areas. This information was particularly relevant to District Six, as the modifications may help increase vendor participation in Miami-Dade and Monroe Counties.</p>
<p>&nbsp;</p>
<p>On the second day, the team toured the Traffic Engineering Research Laboratory (TERL), where they observed how FDOT tests, validates, and approves transportation devices for listing on the agency’s Approved Product List (APL). They received a walkthrough of FDOT’s mobile command trailers which are critical assets for hurricane response and other major emergencies. The team also participated in an innovative Q&amp;A session where they discussed the challenges that were unique to each district.</p>
<p>&nbsp;</p>
<p>The meeting served as a valuable forum to enhance statewide coordination and exchange insights with district representatives. Overall, the meeting focused on safety and protecting the Road Rangers while working along the roadways. Ideas such as promoting the Road Ranger program through multiple media sources and sharing some of their experiences can help increase public awareness. Strategies like emergency vehicle preemption and enhanced safety measures (including rear-facing red lights, smart sequential flares, and advance warning systems) showed promise to help first responders stay safe. The event inspired District Six staff to develop new ideas for increasing public awareness of incident management efforts in South Florida and reinforced the importance of cross-district collaboration.</p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Transportation Systems<br />
Management &amp; Operations (TSM&amp;O) Office recently hosted its annual Road Ranger Workshop.<br />
This collaborative event brings together staff from the FDOT TSM&amp;O office, SunGuide<br />
Transportation Management Center (TMC), Road Ranger Service Patrol, and Incident Response<br />
Vehicles (IRV) to review program operations and reinforce key procedures.</p>
<p>&nbsp;</p>
<p>TMC operators and field responders work under the unifying goal of clearing incidents quickly<br />
while promoting roadway safety every day. However, they each play different roles and have a<br />
unique set of responsibilities to fulfil in the overall operations. The workshop provides an<br />
opportunity for them to meet face to face in an open setting that promotes dialogue between all<br />
members.</p>
<p>&nbsp;</p>
<p>The workshop is delivered in a classroom-style format that encourages interaction and crossfunctional<br />
learning. Participants are strategically grouped to promote collaboration, allowing<br />
Road Rangers, TMC operators, and IRV personnel to gain a deeper understanding of each<br />
other’s responsibilities and challenges. The sessions address operational updates, program<br />
enhancements, and best practices. A key feature of the workshop includes hands-on role-playing<br />
scenarios, where participants switch roles to simulate real-world incident response from both the<br />
field and TMC perspectives. These exercises help bridge communication gaps and reinforce<br />
mutual understanding among team members.</p>
<p>&nbsp;</p>
<p>The Road Ranger Workshop continues to play a vital role in enhancing the effectiveness of the<br />
Traffic Incident Management (TIM) program and the District has received excellent feedback<br />
from staff. The District Six TSM&amp;O Office remains committed to equipping the TIM Team with<br />
the training and resources necessary to ensure safer and more efficient roadway operations across<br />
the region.</p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Traffic Incident<br />
Management (TIM) Team recently participated in a specialized Fuel Tank Truck Incident<br />
Response Course held at the Broward Fire Academy. The training was led by experts<br />
from Cliff Berry, Inc.’s Emergency Response Team and L2 Defense’s Global<br />
Preparedness Institute.</p>
<p>&nbsp;</p>
<p>The course focused on best practices for managing high-risk fuel tanker incidents<br />
covering fuel leak containment, extraction operations, and safe transfer methods.<br />
Emphasis was placed on safety protocols and interagency coordination, particularly with<br />
fire rescue and recovery teams responsible for core drilling operations.</p>
<p>&nbsp;</p>
<p>The training featured both a classroom component and a live field demonstration<br />
involving an overturned DOT 406 multi-compartment aluminum gasoline tank trailer.<br />
The field demonstration included a close-up overview of the tanker’s components and<br />
safety features. Core drilling of the tank and fuel pumping procedures were also<br />
observed during the presentation.</p>
<p>&nbsp;</p>
<p>The course drew participation from a diverse group of stakeholders, including law<br />
enforcement, fire rescue, fuel transport companies, the Florida Department of<br />
Environmental Protection, and local hazardous materials response teams. FDOT<br />
participants reported the training was highly valuable because it enhanced their<br />
technical understanding of this complex operation and introduced them to the field<br />
experts who conduct this emergency procedure.</p>
