The District’s TSM&O Program Engineer presented an overview of TSM&O strategies and a timeline of key milestones showing FDOT’s sustained growth and investment in Monroe County. The presentation highlighted ongoing efforts such as performance-based maintenance services conducted for the signals, real-time monitoring to optimize system performance, and upcoming construction projects planned for the region.  The timeline of milestones showed the initial installation of Intelligent Transportation Systems (ITS) devices in 2005; the formation of the Monroe County Traffic Incident Management (TIM) Team in 2009 to strengthen coordination with local partners; a comprehensive ITS device replacement initiative in 2014; and FDOT’s operations and maintenance responsibilities for Monroe County’s traffic signal infrastructure in 2018 and City of Key West in 2020. The timeline culminated with the 2024 deployment of the Keys COAST connected vehicle project which marked a new era of advanced transportation technology in the Florida Keys. Together, these milestones showed how FDOT strategically built its TSM&O framework over 20 years to support a connected roadway network designed to meet current and future demands. The presentation also highlighted the importance of strong local partnerships and the measurable benefits they provide to law enforcement, emergency responders, and the communities they serve.

Following the presentation, the delegation toured the SunGuide Transportation Management Center (STMC) control room, visited the arterial workstation overseeing the Monroe County Traffic Signal System, and concluded with a stop in the IT network room. The TSM&O Office was selected to present the first connected vehicles (CV) project in the District, Keys Connecting Overseas to Advance Safe Travel (Keys COAST). The project was completed in 2024 and enables communication between the traffic signal infrastructure and participating vehicles along the U.S. 1 corridor in Monroe County. It uses roadside units to monitor traffic signal activity and alert drivers about travel conditions that may impact their trip. It also features signal priority applications and an automated traffic signal performance measures (ATSPM) system to optimize operations and promote safe and efficient travel along this critical corridor.

To showcase the project, TSM&O staff created a series of educational materials for the event. This included a multi-media presentation that featured drone and animation videos, a detailed factsheet, and CV devices to demonstrate the innovative project elements to the elected officials who visited the District Six booth. The project was well received and showed how TSM&O strategies are working to meet the current and future transportation needs of our roadways.

Representatives from FDOT District Six, FDOT District Four, Florida’s Turnpike Enterprise, Hard Rock Stadium operations, and other agencies met to discuss planning efforts focused on traffic management, traveler information, and incident management. The meeting served as an opportunity for agencies to plan coordination strategies and share lessons learned from previous large-scale events hosted at the stadium.

Discussions included improving traffic flow on key roadways surrounding the venue, awareness of secure area around the stadium, reinforcing designated drop-off locations for rideshare services, and reviewing incident response coordination. The District Six TSM&O Office will play a key role in monitoring roadway conditions and coordinating with partners to respond quickly to incidents during event days.

As planning continues, agencies will meet in smaller working groups to further refine traffic control plans, incident management strategies, and public information efforts in preparation for the FIFA World Cup 2026.

Mr. Diaz began his career as a Road Ranger in 2004 and became a valuable member of the team from the start. He learned quickly and acquired extensive knowledge about every aspect of the job. From operating different types of trucks to learning about safety protocols and procedures, he was considered one of the most trusted and experienced members of the team.

Mr. Diaz was especially known for mentoring new staff. He enjoyed sharing his knowledge and guiding team members through challenging situations. Many Road Rangers say he was instrumental in their success because he believed in them and built their self-confidence during the early days of their careers.

Helping others came naturally to Mr. Diaz. Whether assisting motorists in need or supporting fellow Road Rangers in the field, he always showed patience and compassion for those he served. He led by example every day and built a legacy that will be felt for many years to come.

Mr. Diaz passed from natural causes on December 31, 2025. He is survived by his wife and three children. FDOT honors his longstanding service to South Florida and extends its sincerest condolences to his family and loved ones.

The workshop emphasized the need to create a “culture of curiosity” to promote the professional evolution of staff and a better future for our industry.

Events like ITS World Congress provide District Six staff with a unique opportunity to exchange ideas with peers, gain insight in best practices, and strengthen professional networks. The knowledge and strategies shared during these sessions are important for South Florida, where population growth and high travel demand require innovative approaches to keeping traffic moving safely and efficiently.

Ms. Diana Iglesias, Freeway/Arterial Management Specialist IV, spoke to students about the essential role transportation plays in daily life, from ensuring the safe and efficient movement of people and goods to supporting overall quality of life. She explained how various engineering disciplines, including civil, structural, design, and computer engineers, work together to build and maintain Florida’s transportation infrastructure.

Her presentation walked students through FDOT’s roadway development process, from planning and design to construction, maintenance, and operations. She also highlighted how technology drives innovation in transportation and concluded with a video celebrating 20 years of the TSM&O Program. The session received such positive feedback that school administrators invited Ms. Iglesias to present to an additional class that day.

Newly appointed District Six Secretary Daniel Iglesias delivered the keynote speech at the AASHTO Operations Practitioners Forum emphasizing the connection between safety and Transportation Systems Management and Operations (TSM&O). His remarks underscored the importance of embedding TSM&O strategies into every stage of project development, from planning, design, and construction to enhance long-term safety, efficiency, and system reliability. Secretary Iglesias also affirmed the District’s commitment to TSM&O and highlighted recent accomplishments that are advancing mobility and safety across South Florida. District Six contributed to the FIU Transportation Symposium, the second portion of the event, by participating in four key technical sessions: “TSM&O Public Sector Perspective,” “Data, AI, and Digital Twin,” “Connected and Automated Infrastructure Vehicles,” and “Advancements in TSM&O.” These sessions provided an opportunity for District staff to share insights and engage in meaningful dialogue with transportation leaders from across the country.

The event marked a significant milestone for the transportation community, fostering stronger connections between federal, state, and local stakeholders. The CTAC was formed as a mandate by the State of Florida through the federal
government to advise the TPO’s Governing Board on their transportation initiatives. The
committee is composed of a seven-member team who are appointed by the TPO. They
are comprised of community leaders and transportation advocates representing the
citizens of Miami-Dade County to provide feedback on the Long Range Transportation
Plan, the Unified Planning Work Program, the Transportation Improvement Plan, and
many other critical plans that will affect the region.

TSM&O staff will host the group at the SunGuide Transportation Management Center to
give new members an overview of the program. They will learn about TSM&O Office’s
traffic management services, latest achievements, and upcoming projects. They will
also see a live demonstration of an Incident Response Vehicle that supports our
roadways. FDOT works in partnership with the TPOs across the state. This tour will
serve to strengthen agency relationships and promote goodwill among the partners to
benefit South Florida.

It shared key details about the building’s opening, before and after pictures, and a 20-year roadmap showcasing the program’s milestones and achievements. The second post showed a compilation video of legacy staff members who were instrumental in building the TMC and supporting the TSM&O Program for South Florida. They expressed their gratitude for the team and shared their experience through the years. The final post featured a four-minute video that took viewers through a visual journey of the SunGuide TMC. It showed from when the TMC was inaugurated in 2004 by our former state governor, Jeb Bush to where it is today. It highlighted the expansion of the TSM&O network in Miami-Dade and Monroe Counties, the services provided, the major projects, and the impact that has been made in the community.
