										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Miami-Dade County Traffic Incident Management (TIM) Team hosted two special sessions of the National TIM Responder Training course to help the local towing and wrecker community meet a new state requirement. Towing contractors must complete TIM Responder Training to qualify for participation in the Florida Highway Patrol (FHP) wrecker operator system.</p>
<p>&nbsp;</p>
<p>FDOT and FHP work together to keep Florida&#8217;s state roadways moving safely and efficiently. FDOT provides Road Ranger safety service patrol services through qualified contractors to provide incident management and motorist assistance services along state roads. FHP maintains its own rotation list of approved wrecker operators to remove disabled, abandoned, or impounded vehicles. The new requirement in Florida Administrative Code <a href="https://state-rules.com/florida/fac/15B-9.006/">15B-9.006</a> was issued by the Florida Department of Highway Safety and Motor Vehicles in January 2026. It requires all contractors in FHP’s wrecker operator system to complete the four-hour National TIM Responder Training for eligibility. The goal is to ensure that only wrecker operators who are trained in the national TIM safe practices and procedures are on the list.</p>
<p>&nbsp;</p>
<p><span style="font-family: 'Arial',sans-serif;">The Miami-Dade County TIM Team offers these training courses on a quarterly basis. The team hosted these two additional sessions on July 30 and August 5, including a virtual attendance option for those unable to attend in person, to promote compliance under the new requirement. More than 100 operators attended the sessions and received their certification. </span></p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Transportation Systems Management &amp; Operations (TSM&amp;O) Office supported traffic operations for seven FIFA World Cup 2026 matches that were held at Miami Stadium (commonly known as Hard Rock Stadium) in Miami-Dade County during June and July 2026. The matches attracted many spectators to South Florida and required strategic planning and coordination to promote safe and efficient travel during this time.</p>
<p>&nbsp;</p>
<p class="isselectedend" style="margin: 0in; line-height: 115%;"><span style="font-family: 'Arial',sans-serif;">This was the first time Miami served as a host city for the World Cup and collaboration efforts began more than a year in advance. FDOT worked with FIFA’s Miami-Dade County Host Committee, Miami Stadium, Florida’s Turnpike Enterprise, Florida Highway Patrol, FDOT Emergency Management, and regional partners. TSM&amp;O staff attended approximately 20 coordination meetings to review and implement the traffic mobility plan created by the County for this event. The meetings outlined partner agency roles, reviewed emergency scenarios, and defined response procedures to mitigate traffic impact in the community. </span></p>
<p>&nbsp;</p>
<p>The TSM&amp;O Office provided operational support through traveler information, traffic monitoring, and incident management. The TSM&amp;O Office expanded its traffic monitoring capabilities by deploying three temporary mobile cameras along NW 27 Avenue, sharing video from Miami-Dade County traffic cameras, and developing customized video walls in FDOT’s data integration and video aggregation system (DIVAS) platform. The dynamic message signs displayed advance notifications of upcoming matches, day-of-event travel advisories, roadway closure information, stadium ingress and egress messaging, and directional guidance for motorists traveling near the venue. On match days, a TSM&amp;O representative worked on-site at the stadium’s command center to provide situational awareness and feedback to the SunGuide Transportation Management Center. The District also enhanced incident management efforts by deploying two additional Road Ranger tow trucks, staging an Incident Response Vehicle at the Golden Glades Multimodal Transportation Facility, and repositioning flatbed trucks along critical corridors.</p>
<p>&nbsp;</p>
<p>District Six also provided operational support for the FIFA Fan Festival at Bayfront Park in downtown Miami, which attracted up to 30,000 attendees, and required extensive coordination with regional partners. Following each match, the District evaluated operational performance and applied lessons learned to strengthen traffic management and incident response throughout the tournament.</p>

<p>Mr. Gomes joined the Road Ranger Program two months ago and has already distinguished himself as a valuable member of the team for his professionalism and compassion when helping motorists in need. The public acknowledged his caring demeanor by submitting more than 11 compliments.</p>
<p>&nbsp;</p>
<p>Mr. Gomes was selected for this recognition for his strong customer service skills, the positive feedback received from the public, and for his willingness to go the extra mile and get the job done. He has been a great addition to the team and is lauded by his colleagues for his dedication to the Road Ranger Program. Mr. Gomes enjoys being part of the incident response community, working on the front line to promote safe travel, and making a difference in the community.</p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Transportation Systems Management and Operations (TSM&amp;O) Office is happy to announce the appointment of Jeffery Flowers to the position of FMS/AMS Specialist III in the Arterials Section.</p>
<p>&nbsp;</p>
<p>Mr. Flowers brings more than 20 years of traffic management experience to District Six. He began his career as a consultant to FDOT in 2005. He started as a traffic operator at the SunGuide Transportation Management Center (TMC) managing freeway operations, dispatching incident responders, and providing real-time traveler information to the motoring public of Miami-Dade and Monroe counties. He became a valued member of the team as the TSM&amp;O Program expanded to new levels throughout the years. His knowledge and dedication allowed him to advance to several key positions, including 95 Express Operator, 95 Express Supervisor, and other leadership roles.</p>
<p>&nbsp;</p>
<p>In 2014, he joined the PortMiami Tunnel, where he managed daily traffic operations for the critical transportation corridor connecting PortMiami with downtown Miami. The facility serves thousands of cruise passengers, freight vehicles, and commuters each day. He later joined Miami-Dade County as a consultant, where he contributed to several transportation initiatives, including the South Dade TransitWay Corridor that is part of the SMART Program&#8217;s Bus Rapid Transit Service, which opened in 2025.</p>
<p>&nbsp;</p>
<p>In his new role at FDOT, Mr. Flowers is supporting the Arterials Section and overseeing traffic operations for the Keys Connecting Overseas to Advance Safe Travel (Keys COAST) and the Monroe County Traffic Signal System Operations and Maintenance projects in the Florida Keys.</p>
<p>&nbsp;</p>
<p>Mr. Flowers is currently pursuing a Bachelor of Arts in Information Technology at Florida International University to expand his knowledge and technical expertise. He is excited to bring his extensive experience to the team where he began his traffic management career. The District Six TSM&amp;O Office is pleased to welcome Mr. Flowers and looks forward to his contributions to the program.</p>

<p>This digital experience offers a behind-the-scenes look at South Florida’s regional transportation hub, showcasing innovative strategies and technologies to manage traffic, publish traveler information, and coordinate incident clearance efforts to keep traffic moving safely and efficiently 24 hours per day, 7 days per week.</p>
<p>&nbsp;</p>
<p>Users can navigate through key areas of the facility for an immersive virtual tour. The tour focuses on the control room, guiding users through the TMC operator, managed lanes, and arterial workstations. The experience concludes with a District Six Road Ranger who shares information about the motorist assistance and incident clearance services.</p>
<p>&nbsp;</p>
<p>The SunGuide TMC hosts hundreds of visitors every year. Transportation professionals, community leaders, student organizations, and other groups come to the center to learn about the program. This interactive virtual tour was created to make the TMC more accessible to the public providing everyone with the opportunity to explore the center from their computer, tablet, or mobile device.</p>

<p>&nbsp;</p>
<p class="isselectedend"><span style="font-family: 'Arial',sans-serif;">The annual ROLF meeting convenes transportation operations leaders from across the southeastern United States to discuss transportation challenges, share best practices, and identify solutions that advance TSM&amp;O initiatives. This year marked the first time the meeting was hosted in Miami, with representatives traveling from Tennessee, North Carolina, South Carolina, Georgia, and Florida to participate in the two-day event.</span></p>
<p>&nbsp;</p>
<p class="isselectedend"><span style="font-family: 'Arial',sans-serif;">The meeting began with welcome remarks from District Six Traffic Operations Engineer, Omar Meitin, who greeted attendees and highlighted the importance of regional collaboration in addressing transportation challenges and advancing operations-focused solutions. AASHTO representatives then led a comprehensive agenda covering nine topics critical to the future of transportation operations. Topics included the introduction to the Transportation Operations Manual (TOM), Performance Management, Communicating the Value of TSM&amp;O, Planning and Programming, and other strategic initiatives aimed at strengthening transportation programs across the region.</span></p>
<p>&nbsp;</p>
<p class="isselectedend"><span style="font-family: 'Arial',sans-serif;">In addition to the working sessions, attendees toured the SunGuide Transportation Management Center, where they learned about the innovative technologies and operational strategies used to manage traffic and improve mobility throughout Miami-Dade and Monroe counties. The meeting also provided several opportunities for networking, knowledge sharing, and team building among transportation professionals.</span></p>

<p><span style="font-family: 'Arial',sans-serif;">FDOT District Six was proud to host this important gathering of transportation leaders. 										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Secretary recognized Traffic Operator Ms. Breaun Webster during the District Six Town Hall Meeting on May 5, 2026, for her quick thinking in assisting law enforcement during an emergency on Interstate 95 in Miami-Dade County.</p>
<p>&nbsp;</p>
<p>Ms. Webster worked with Florida Highway Patrol (FHP) communications dispatcher who was handling an emotionally distressed driver stopped on the shoulder of Interstate 95. She used FDOT’s closed-circuit television cameras to quickly locate and confirm the vehicle’s position. Her swift response enabled FHP to dispatch a trooper and coordinate with Miami-Dade Sheriff’s Office to send a deputy to the scene. The agencies worked together to bring the individual to a stable condition.</p>
<p>&nbsp;</p>
<p>Following the incident, FHP’s State Law Enforcement Dispatch Supervisor commended Ms. Webster’s performance. District Six Secretary Daniel Iglesias recognized Ms. Webster during the Town Hall Meeting in front of FDOT leadership and staff. Secretary Iglesias read FHP’s commendation aloud, expressed his gratitude for her efforts, and presented her with a Certificate of Recognition. Ms. Webster received a standing ovation from the audience for her outstanding service.</p>

<p>The incident highlights the vital role that strong communication and collaboration between FDOT, FHP, and Miami-Dade Sheriff’s Office play in protecting the public and saving lives during emergencies.</p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation District Six Transportation Systems Management and Operations (TSM&amp;O) Office is happy to announce that Ms. Sabina Henriquez was appointed to a new position as an FMS/AMS Specialist III in April 2026.</p>
<p>&nbsp;</p>
<p>Ms. Henriquez joined FDOT more than two years ago to support the TSM&amp;O Arterials Section, where she oversaw the Monroe County Traffic Signal Operations and Maintenance efforts. She was responsible for managing vendor contracts, partner agency coordination, and corridor performance goals for State Road (S.R.) 5/ U.S. 1. She also supported several major initiatives, including the launch of the Keys Connecting Overseas to Advance Safe Travel (Keys COAST) Project, which introduced connected vehicle strategies to the region.</p>
<p>&nbsp;</p>
<p>In her new role, Ms. Henriquez will manage the Traffic Signal Maintenance and Compensation Agreement (TSMCA) for the TSM&amp;O Arterials Section. She will serve as FDOT’s primary point of contact with Miami-Dade County and support key initiatives, including signal retiming contracts and the continued expansion of intelligent transportation systems along major corridors.</p>
<p>&nbsp;</p>
<p>Ms. Henriquez values the professional experience she has gained at FDOT District Six and remains committed to serving the traveling public of South Florida. She recently earned her Florida Certified Contract Manager (FCCM) credential, strengthening her knowledge in regulatory compliance, fiscal procedures, and risk management.</p>

<p data-end="172" data-start="0">Mr. Ruiz has served as a Road Ranger in South Florida for 20 years. Throughout his tenure, he has been a steady source of knowledge and support for his team members and the traveling public. He is a certified Heavy-Duty Vehicle Operator and manages complex traffic incidents that require advanced training and coordination. He works alongside partner agencies to clear critical events and restore traffic flow across Miami-Dade County.</p>

										<content:encoded><![CDATA[<p>South Florida is becoming a premier destination for major events from across the world. This growing popularity is positioning the Florida Department of Transportation (FDOT) District Six Transportation Systems Management and Operations (TSM&amp;O) Office to support more special event traffic than in previous years. This year the TSM&amp;O Office has already provided traffic coordination for several large events, including the Orange Bowl, the College Football Playoff (CFP) National Championship, Miami Open, Spring Break, Ultra Music Festival, and several others.</p>
<p>&nbsp;</p>
<p>These high-attendance events generate significant travel demand and require proactive planning and interagency coordination to minimize impacts on the community. They also create satellite events that impact surrounding areas and can last multiple days.</p>
<p>&nbsp;</p>
<p>District Six collaborates with local municipalities, law enforcement, fire rescue, planning committees, and major venues to promote safe and reliable travel conditions during these events. The TSM&amp;O Office works with regional transportation partners to facilitate traffic management plans that may include diversion routes, escalation notification procedures, incident management strategies, and dedicated event staffing. It also monitors impacted corridors from the SunGuide Transportation Management Center (STMC), deploys incident management personnel such as Road Rangers to promote quick clearance, and disseminates real-time traveler information through dynamic message signs and <a href="https://fl511.com/">FL511.com</a>.</p>
<p>&nbsp;</p>
<p>FDOT District Six is planning for a unique special event this summer. The TSM&amp;O Office will be supporting Miami-Dade County and Hard Rock Stadium for the 2026 FIFA World Cup. The stadium will host seven matches. A daily FIFA Fan Festival will be hosted in downtown Miami at Bayfront Park from June 13 through July 5, 2026. The Fan Festival is expected to draw upwards of 30,000 fans and the overall World Cup is expected to bring approximately 1.2 million visitors to the region. District Six will provide on-site staff at the stadium to provide traffic management support, access to District Six cameras, real-time travel time data, and traffic event information throughout the event.</p>
