The District was selected to present in two technical sessions at the event. The first
presentation was titled “Evolution of the District Six Transportation Management Center
(TMC), Retrofitting for Growth”. The presentation showed how the District has enhanced
its center to accommodate for the growing demands of the region over the past 20
years. The second presentation was titled “District Six TSM&O Update” and provided
attendees with a general overview of the program’s current operations as well as a
preview of the upcoming arterial and freeway projects slated to launch in the next few
years. In addition to these presentations, the District received three prestigious awards
at the event: one for the creation of the Bridge Notification System, another in
recognition of the 20th anniversary of the SunGuide TMC, and a third recognizing Mr.
Leland DeBooy, who was inducted into the ITS Florida Honor Roll for his 25 years of
service as a Road Ranger.

on the latest industry trends and share lessons learned. These conferences are a great
opportunity for the district to collaborate on new ideas with transportation professionals

SunGuide Transportation Management Center (STMC) staff was on site for all three
matches in Miami including the championship match. Staff served as the liaison between
the stadium’s transportation and security team and the STMC. They were responsible for
monitoring traffic conditions on the roadways adjacent to the stadium using the District’s
closed circuit television cameras and other devices. The goal was to communicate real time
traffic information to stadium staff mitigating potential delays and promoting safety. Staff
also coordinated dynamic message sign plans and provided incident management
support throughout the weekend. The District’s operation staff were recognized by community
leaders, including the Mayor of Miami-Dade County at the event.

This effort is part of the TSM&O’s ongoing mission to support local partners during
special events that impact our region. The District understands that interagency
coordination is essential for the safety and mobility of our roadways and will provide our
partners with the resources needed during high traffic generating events.

Mr. DeBooy began his career in District Four when the program was called the ‘FDOT Service Patrol.’ He was given formal training, a marked agency vehicle, and a mobile phone for the job. There were no traffic monitoring devices or Transportation Management Centers to assist with dispatching back then. He patrolled the highways looking for stranded motorists to assist with minor repairs and towing. He did this for several years while the Florida Department of Transportation (FDOT) expanded both the Transportation Systems Management and Operations (TSM&O) and Road Ranger Programs in southeast Florida. Mr. DeBooy gained a wealth of experience during this time and rose in the ranks within his team. He later transitioned to District Six and was immediately promoted to lead trainer by his new employer after they recognized his knowledge and leadership skills. In this new role, Mr. DeBooy became a mentor to many of the new Road Rangers teaching them about the job and taking them under his wing. He flourished during this time and even became the official spokesperson for the Road Rangers during media events and press conferences.

Mr. DeBooy has been an exemplary member of the Road Ranger Service Patrol Program dedicating his entire career to serving the community and helping others in need. His selfless nature combined with his desire to empower his team allowed him to train many service patrols who are in the field today. His spirit will live on through his team, through the countless stranded motorists he assisted, and through FDOT who has appreciated his high level of customer service. His legacy will be felt for many years to come.

The new wall features the latest in state-of-the-art technology with a Direct View Light-Emitting Diode (DVLED) display for greater contrast, color range, and overall visibility. This model provides a greater life expectancy, supports a seamless picture display and uses less space in the control room. The previous wall was installed in 2013 and was nearing its end-of-life cycle. District Six selected the new wall after conducting extensive industry research and making site visits to see various options in operation. It drafted a detailed request for proposal with built in maintenance requirements to ensure long-term sustainability. The project was awarded last summer and was completed in June 2024. The new wall is comprised of over 24.8 million LEDs and is only 2.5 inches deep. The previous wall was 31 inches deep.

The video wall plays a crucial role in regional traffic management, presenting performance measures, and facilitating interagency communication within the TMC. The new DVLED display significantly improves the overall visual quality for all users and ensures that the TMC is equipped to handle future technological advancements for years to come.

The national conference brings industry professionals to showcase and discuss the latest innovations in transportation and technology. The theme this year was “Accelerating Digital Transformation” and highlighted the initiatives that are using advanced technology concepts to optimize roadways operations and driver safety.

The three-day meeting featured numerous conference sessions, transportation showcases and tours, as well as networking opportunities for attendees to meet and learn from each other. The conference sessions covered the current topics impacting the industry today, including Digital Infrastructure, Vehicle-to-Everything (V2X)/Connected Transportation, Automated Vehicles, Emerging Technology, Multi-Modal Equitable Mobility, and Climate Resilience and Sustainability.

The ITS America Conference is one of the most important events of the year because it offers a robust program of sessions and events that can benefit transportation professionals of all sectors, including state agencies, technology companies, auto manufacturers and suppliers as well as research and academia. It serves as a cross-sector event that allows attendees to gain valuable insights and opportunities.

Mr. Sergio Bravo, P.E., who serves as the TSM&O Engineer for the Arterials Division, spoke to the students about the role engineers play in the community. He outlined his educational trajectory through the engineering track and the steps he took to get to his current position within FDOT. Mr. Bravo also gave a general presentation that explained the TSM&O Program and the services it provides on a daily basis. He showed a short video that detailed the importance of integrating technology to keep up with traffic demand in Miami-Dade and Monroe Counties. The presentation was well received, and the students asked many questions about the information provided.

Mr. Bravo has been at the forefront of the TSM&O industry for over 25 years. His extensive knowledge of the industry and contributions to District Six have been invaluable. He played a key role in the creation of the District’s TSM&O Program as well as in the construction of the SunGuide Transportation Management Center. Thanks to his longstanding work, he was promoted to the position of TSM&O Engineer – Arterials . In his new role, he will oversee the operations and maintenance of new and existing arterial projects. He will continue the District’s efforts to optimize the safety and mobility of our local roadways and launch innovative strategies to help the region become future-ready for additional demand. In this regard, he will oversee operations and maintenance for the Monroe County Traffic Signal System and arterial incident management efforts.

The tour unveiled the CoMB’s Transportation Management Center (TMC) that recently opened in the District Six SunGuide TMC building. The esteemed guests included the city’s mayor, commissioners, law enforcement personnel, and executive management staff. FDOT welcomed the group and provided an overview of the TSM&O program as well as the real-time traffic services provided from the SunGuide TMC including traffic management, incident management, and traveler information. FDOT answered questions about the current projects impacting the city like the construction of the 395 Signature Bridge, 95 Express, and others. The agency also highlighted the successful partnership with CoMB and the benefits that will be yielded to the community as a result of their joint efforts. Attendees then toured the CoMB’s TMC room located on the second floor of the building. The room is outfitted with a video wall and four workstations where dedicated staff monitors traffic and parking operations. City representatives explained the intelligent transportation systems infrastructure and devices that have been installed in the city’s jurisdiction that will promote the safety and mobility of their roadways. The tour and information presented was well received by the city’s officials. They were proud of the efforts and advancements being made toward improving the quality of life for the region.

The FDOT TSM&O Office has many partnerships in place with local transportation, law enforcement, and media agencies. The goal is to share resources and information to provide the region with a multi-agency and multimodal approach to traffic management in southeast Florida.

FDOT’s Central Office commenced the meeting with opening remarks and
opened the agenda for group discussion. District representatives talked about
key topics such as express lanes, lessons on grant applications, software costs,
updates to the 511 Traveler Information System, and others. These topics were
opened for discussion to promote communication and collaboration between all
districts. FDOT’s objective is to optimize TSM&O operations across all districts to
benefit Florida drivers.

Central Office hosts these face-to-face meetings on an annual basis. A district is
selected to serve as the host site to expose the attendees to the traffic conditions
of each region. Representatives were given the opportunity to tour the District Six
SunGuide Transportation Management Center and Florida International
University’s Wrong Way Driving Simulation Lab.

The STEM program is funded by Miami-Dade County Public Schools to educate
students in these disciplines through course-specific curriculums enhanced by
trainings, projects, and activities. During this visit, students shadowed FDOT
staff and participated in interactive presentations from the Design, Maintenance,
Construction, and Transportation Systems Management and Operations
(TSM&O) departments.

FDOT staff gave the students a unique glimpse of how each department works
within the agency to keep traffic moving safely and efficiently. As part of the visit,
students toured the SunGuide Transportation Management Center (TMC) and
learned how engineering applies to control room operations, information
technology, and incident management. They got a behind the scenes look at how
technology is used to manage traffic, clear incidents, and disseminate traveler
information to the public in real-time.
