										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Transportation Systems Management and Operations (TSM&amp;O) Office proudly announces that the Intelligent Transportation Society of Florida (ITS Florida) recognized Mr. Joel Vega with the 2025 TMC Operator of the Year Award.</p>
<p>&nbsp;</p>
<p>Mr. Vega was selected for the award from a competitive pool of statewide candidates for his outstanding contributions to the TSM&amp;O Program. ITS Florida noted his ability to transform challenges into opportunities and implement solutions that have improved traffic operations. Mr. Vega began his TSM&amp;O career in 2017 and credits his time working the overnight shift at the SunGuide Transportation Management Center (STMC) with teaching him to manage complex scenarios. He realized the unique challenges posed by the overnight schedule, such as major construction activities and reduced nighttime visibility, required greater situational awareness and coordination. As a result, he quickly learned to identify traffic patterns, anticipate issues before they escalated, and develop strong working relationships with the Road Rangers and first responders. These skills allowed Mr. Vega to excel in his role and was promoted to Express Lanes Supervisor within three years of starting the job.</p>
<p>&nbsp;</p>
<p>Today, Mr. Vega serves as Construction Coordinator for the TSM&amp;O Office, where he attends project meetings, updates operations staff on scheduled activities and ensures timely dissemination of traveler information to mitigate construction-related impacts. He also serves as the on-site FDOT representative at Hard Rock Stadium, managing special event traffic for major events such as the Orange Bowl, Formula 1 Miami Grand Prix, and the upcoming 2026 FIFA World Cup. In this role, he again distinguished himself for identifying solutions for the stadium staff. He went above and beyond his regular duties to develop travel time analysis reports to improve shuttle bus traffic flow and identified new post-event exit routes that have alleviated congestion.</p>
<p>&nbsp;</p>
<p class="x_elementToProof">ITS Florida also recognized other District Six representatives, including Mr. Javier Rodriguez, P.E., for leading completion of the first Connected Vehicle project in Monroe County (Keys COAST), and Ms. Alicia Torrez for her contributions to public information in TSM&amp;O.</p>

										<content:encoded><![CDATA[<p>The FDOT District Six Transportation Systems Management and Operations (TSM&amp;O) Office partnered with the City of Miami Beach and Miami-Dade County to complete a signal retiming project at more than 100 intersections throughout Miami Beach, along select intersections of 5 Street, Collins Avenue, and 63 Street. The initiative aimed to reduce congestion, enhance safety, and improve travel time for motorists, transit, and roadway users.</p>
<p>&nbsp;</p>
<p>District Six evaluated the corridor’s pre-existing signal timing plans and identified the need for a more dynamic approach to better address recurring congestion patterns during seasonal peak traffic. The TSM&amp;O team collected and analyzed traffic data using simulation modeling to evaluate signal performance and test coordination strategies across the city’s street network. To enhance precision, the city was divided into four traffic zones using traffic modeling software based on roadway configurations and traffic flow characteristics. District Six also evaluated other major roads such as Washington Avenue, Abbot Avenue, and Harding Avenue to establish grid coordination. Seasonal timing plans were also developed to accommodate fluctuations during weekday afternoon peak.</p>
<p>&nbsp;</p>
<p>The multi-pronged approach effectively addressed the factors contributing to congestion along the major corridors. As a result, travel time, delay, and stop frequency decreased significantly across key routes. The benefits are listed below.</p>

										<content:encoded><![CDATA[<p>The FDOT District Six Transportation Systems Management and Operations (TSM&amp;O) Office hosted the Miami-Dade Transportation Planning Office’s (TPO) Citizen’s Transportation Advisory Committee (CTAC) group in September.</p>
<p>&nbsp;</p>
<p>CTAC is mandated by the State of Florida to serve as the liaison between the public and the TPO’s Governing Board. The committee is composed of appointed community leaders to advocate for the citizens of Miami-Dade County and ensure the TPO’s transportation plans are working to meet the community’s needs.</p>
<p>&nbsp;</p>
<p>TSM&amp;O staff provided the newly appointed CTAC members with a guided tour of the SunGuide Transportation Management Center (TMC). The group received an overview of TSM&amp;O’s core services, including traffic management, incident management, and traveler information. Members also visited the TMC control room, where they observed the operator workstations and the recently upgraded video wall. The visit showcased the integration of advanced Intelligent Transportation Systems (ITS) technologies, including real-time traffic monitoring, incident detection, and traveler information tools that support quick response and clearance efforts. Staff also demonstrated how the TMC collaborates with first responders to manage incidents and mitigate congestion. CTAC members expressed their appreciation for the high level of service the TMC provides to ensure the safety and reliability of South Florida’s transportation network.</p>

<p>Following the tour, the committee participated in a briefing led by representatives from FDOT and Florida’s Turnpike Enterprise (FTE). The discussion focused on each agency’s respective Five-Year Work Program, which outlines planned projects and funding priorities designed to address community needs. These programs emphasize investments that enhance safety, improve traffic flow, and expand mobility options throughout the region.</p>

<p>The meeting provided a valuable opportunity for collaboration and information exchange. It allowed FDOT to engage directly with this key advisory group and highlight ongoing efforts to enhance transportation safety and mobility across Miami-Dade County.</p>

										<content:encoded><![CDATA[<p>The District Six Transportation Systems Management &amp; Operations (TSM&amp;O) Office is happy to announce that Mr. Terry Nurse is the Road Ranger of the Month for September 2025.</p>
<p>&nbsp;</p>
<p>Mr. Nurse has been a District Six Road Ranger Service Patrol for a year and a half. During this time, he has shown tremendous commitment to motorist safety and earned the respect of his supervisors and peers.</p>
<p>&nbsp;</p>
<p>Recently, Mr. Nurse was recognized by Transportation Management Center staff for his quick response to a crash on 95 Express that was blocking multiple lanes. He promptly deployed maintenance of traffic equipment to secure the scene and maintained safety until additional Road Rangers arrived to assist. His actions reflected excellent judgment and a calm, professional approach under pressure.</p>
<p>&nbsp;</p>
<p>Terry takes pride in protecting drivers and remains motivated by the opportunity to make a meaningful difference on South Florida&#8217;s roadways every day.</p>

										<content:encoded><![CDATA[<p>The FDOT District Six Transportation Systems Management and Operations (TSM&amp;O) Office hosted a Miami-Dade Traffic Incident Management (TIM) Team – Palmetto Corridor Meeting in August 2025.</p>
<p>&nbsp;</p>
<p>The meeting is hosted to promote communication between partner agencies who provide incident management support for the western corridors of Miami-Dade County, including State Road 826, Palmetto Express, I-75, 75 Express, Okeechobee Road, and Krome Avenue. It gives stakeholders the opportunity to meet face-to-face and share critical information about their respective projects to mitigate potential impacts and ensure collaboration.</p>
<p>&nbsp;</p>
<p>Representatives from the FDOT District Six TSM&amp;O Office opened the meeting and briefed partners about their latest initiatives, including the Wrong-Way Driving Detection System, updates to the Rapid Incident Scene Clearance contract, the commencement of tolling operations of Palmetto Express Lanes, and the planning for the FIFA World Cup in 2026. Representatives for the Golden Glades Interchange Enhancement and Okeechobee Road Reconstruction projects also presented on their respective efforts to inform partners about the upcoming closures and activities that may impact traffic.</p>

										<content:encoded><![CDATA[<p><span style="font-family: 'Arial',sans-serif;">The District Six Transportation Systems Management &amp; Operations (TSM&amp;O) Office played a critical role in supporting emergency response efforts during two significant wildfires that led to extended road closures in Miami-Dade and Monroe Counties.</span></p>
<p>&nbsp;</p>
<p><span style="font-family: 'Arial',sans-serif;">The first wildfire began on March 18, 2025, near Card Sound Road, resulting in a full roadway closure for three days. As the wildfire rapidly spread to the west, it affected State Road 5/US 1 along the 18-mile Stretch which caused intermittent full closures that totaled eleven hours. A second wildfire occurred on May 8, 2025 in the same area, again forcing closures on both routes. These events had widespread impacts, as US 1 is the primary access point to the Florida Keys. Card Sound Road serves as the main alternate route for the 18-mile Stretch between Key Largo and Florida City. These closures temporarily blocked public access to and from the Keys, which impacted mobility and safety in the area.</span></p>
<p>&nbsp;</p>
<p><span style="font-family: 'Arial',sans-serif;">Throughout both incidents, the SunGuide Transportation Management Center (STMC) staff coordinated with Miami-Dade Fire Rescue, Florida Highway Patrol, the Monroe County Sheriff’s Office, and the District Six Emergency Operations Center to share real-time traffic camera feeds and issue live updates. STMC Operators posted information on the dynamic message signs and published alerts through Florida 511 to ensure timely communication with the public and key stakeholders.</span></p>
<p>&nbsp;</p>
<p><span style="font-family: 'Arial',sans-serif;">The coordinated response helped mitigate the effects of the closures and ensured that real-time information was delivered to the traveling public and emergency agencies. </span></p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) District Six Traffic Incident<br />
Management (TIM) Team recently participated in a specialized Fuel Tank Truck Incident<br />
Response Course held at the Broward Fire Academy. The training was led by experts<br />
from Cliff Berry, Inc.’s Emergency Response Team and L2 Defense’s Global<br />
Preparedness Institute.</p>
<p>&nbsp;</p>
<p>The course focused on best practices for managing high-risk fuel tanker incidents<br />
covering fuel leak containment, extraction operations, and safe transfer methods.<br />
Emphasis was placed on safety protocols and interagency coordination, particularly with<br />
fire rescue and recovery teams responsible for core drilling operations.</p>
<p>&nbsp;</p>
<p>The training featured both a classroom component and a live field demonstration<br />
involving an overturned DOT 406 multi-compartment aluminum gasoline tank trailer.<br />
The field demonstration included a close-up overview of the tanker’s components and<br />
safety features. Core drilling of the tank and fuel pumping procedures were also<br />
observed during the presentation.</p>
<p>&nbsp;</p>
<p>The course drew participation from a diverse group of stakeholders, including law<br />
enforcement, fire rescue, fuel transport companies, the Florida Department of<br />
Environmental Protection, and local hazardous materials response teams. FDOT<br />
participants reported the training was highly valuable because it enhanced their<br />
technical understanding of this complex operation and introduced them to the field<br />
experts who conduct this emergency procedure.</p>

										<content:encoded><![CDATA[<p>The Florida Department of Transportation (FDOT) Central Office hosted the annual statewide Intelligent Transportation Systems (ITS) and Transportation Systems Management and Operations (TSM&amp;O) Working Group Face-to-Face meeting on February 25<sup>th</sup> and 26<sup>th</sup>. The meeting was held at the District One Regional Transportation Management Center in Fort Myers, Florida &#8211; the Southwest Interagency Facility for Transportation (SWIFT) SunGuide Center. The event brought together leadership from the seven FDOT districts, Central Office, and Florida’s Turnpike Enterprise to discuss the key transportation issues and topics impacting the program.</p>
<p>&nbsp;</p>
<p>The meeting is held annually in a different district to give TSM&amp;O representatives the opportunity to learn about each region&#8217;s unique transportation dynamics and challenges. This rotating format allows attendees to gain a broader understanding of how different districts manage their systems and address local issues. This year, District Six staff traveled to Fort Myers to meet with their peers, share project updates, and learn about topics and innovations that may benefit South Florida.</p>
<p>&nbsp;</p>
<p>The two-day event facilitated a comprehensive exchange of relevant topics for all attendees. Day one provided updates on several key areas, including the Turnpike’s Queue Warning System implementation, District One’s efforts with quarterly reporting, District Four’s ramp signaling operations, and District Six’s efforts to report wrong-way driving using the SunGuide software. Day two focused on the development of the Smart Work Zone Guidebook by the Central Office, lessons learned from the recent winter storm in north Florida, additional district updates, a roundtable discussion, and a tour of the SWIFT SunGuide Center.</p>
<p>&nbsp;</p>
<p>These collaborative, face-to-face meetings enable attendees to discuss solutions, strengthen relationships among district leaders, and address critical transportation issues affecting the public. By fostering knowledge sharing, they contribute to more effective and efficient statewide traffic management, benefiting all roadway users in our state.</p>

<p>The meeting promotes communication and collaboration between partner agencies who provide incident management support for the eastern corridors of Miami-Dade County, including I-95, 95 Express, I-195/Julia Tuttle Causeway, I-395, and the MacArthur Causeway. It gives stakeholders the opportunity to share information about their respective projects and initiatives that will impact corridor operations.</p>
<p>&nbsp;</p>
<p>Representatives from the Golden Glades Interchange Enhancement and I-395/SR 836/I-95 construction projects briefed attendees about their latest construction timelines and traffic patterns impacting I-95. The TSM&amp;O Office gave a detailed overview about the upcoming special events, including Club World Cup, Miami Grand Prix, Ultra Music Festival, and FIFA World Cup 2026. Past annual average roadway clearance times were discussed along with potential reasons for an increase in recent years. They also provided the latest statistics on the traffic events managed, the Rapid Incident Scene Clearance (RISC) Program, and trainings scheduled for the year.</p>
<p>&nbsp;</p>
<p>The meeting is part of the District’s mission to establish ongoing communications and promote a proactive approach to incident management in the region. The Miami-Dade TIM Team divided the county into east (95 Corridor) and west (Palmetto Corridor) sides to target the traffic issues according to the respective regions and stakeholders. Two annual meetings are held by the Monroe County TIM Team for the incident management partners in that area. The goals of these corridor-specific meetings are to discuss incident management items, share lessons learned, and encourage discussion among TIM team members.</p>

<p data-olk-copy-source="MessageBody">Mr. Florvil has been a Road Ranger for 18 months. His drive and professionalism have made him a standout on the team. He credits his passion for helping others as motivation to give his best every day. He enjoys working with his fellow first responders clearing complex incidents on the road and helping stranded motorists back to safety.</p>

										<content:encoded><![CDATA[<p>The FDOT District Six Transportation Systems Management and Operations (TSM&amp;O) Office recently commemorated the 20<sup>th</sup> anniversary of the SunGuide Transportation Management Center (TMC). The Office created a series of multimedia materials to commemorate this important milestone including a feature video, a trifold brochure, an interactive email blast, and a three-day social media campaign.</p>
<p>&nbsp;</p>
<p>The social media campaign posted the multimedia materials across several platforms to increase their circulation and online presence. The first post was a general announcement about the anniversary. It shared key details about the building’s opening, before and after pictures, and a 20-year roadmap showcasing the program’s milestones and achievements. The second post showed a <a href="https://sunguide.info/wp-content/uploads/2024/12/TMC-year-20-appreaction-video-with-captions-final-mp4.mp4">compilation video</a> of legacy staff members who were instrumental in building the TMC and supporting the TSM&amp;O Program for South Florida. They expressed their gratitude for the team and shared their experience through the years. The final post featured a <a href="https://sunguide.info/wp-content/uploads/2024/12/TMC-20-year-Anniversary-Video-final-with-captions.mp4">four-minute video</a> that took viewers through a visual journey of the SunGuide TMC. It showed from when the TMC was inaugurated in 2004 by our former state governor, Jeb Bush to where it is today. It highlighted the expansion of the TSM&amp;O network in Miami-Dade and Monroe Counties, the services provided, the major projects, and the impact that has been made in the community.</p>

<p>The campaign was posted on District Six’s social media channels, including Instagram, X, Facebook, and YouTube. The TSM&amp;O Office supports public awareness initiatives that promote transportation safety.
